Hoyt Sanford Vandenberg (January 24, 1899 – April 2, 1954) was a United States Air Force general. He served as the second Chief of Staff of the Air Force, and the second Director of Central Intelligence. Vandenberg was born at Milwaukee, Wis., in 1899. He graduated from the U.S. Military Academy June 12, 1923, and commissioned a second lieutenant in the Air Service. Harold Elstner Talbott (b. 1888, Dayton, Ohio-d. 1957) was president Dayton Wright Airplane Company from 1916 to 1920 and served as an aviator in World War I. He was chairman of board of the North American Aviation Company in 1931 and 1932, then as director of aircraft production for the War Production Board in 1942 and 1943.
